The Linen Cape is the Plains-era cape, crafted at a Workbench from Linen Thread and Silver. It adds a little armor and comes in several dye colors, but unlike the Lox Cape it gives no freezing protection, so it is not a Mountain cape. Most players wear it for the look once they have a Spinning Wheel.
