The Fishing Rod cannot be crafted: you buy it from the trader Haldor for 350 Coins, along with Fishing Bait. Cast by holding attack, then block to hook and reel a fish in once it bites. Fish are a solid early food source and some biome-specific catches need their own bait recipes.
