The Artisan Table requires Dragon Tears dropped by Moder, so it only becomes available after the fourth boss. It is not a crafting station itself: instead it lets you build the Blast Furnace, Windmill, and Spinning Wheel within 40 meters. Think of it as the unlock key for late-game processing.
