Eitr is the magic resource added in the Mistlands, and you only have an Eitr bar while eating Eitr-infused food like Seeker Aspic or Marinated Greens. Casting any staff spell drains Eitr, which then regenerates over time like stamina. Wearing Eitr-weave or Embla armor boosts that regeneration, so a full mage build pairs Eitr food for the pool with Eitr gear for the recharge.
