Power Levels
Power level is the single number behind every weapon, armour piece and enemy in Dragonwilds, running 1 to 9.

Everything in Dragonwilds carries a power level from 1 to 9. Weapons, armour, enemies and vaults all use the same scale, which makes it the fastest sanity check in the game: if the thing in front of you is power 7 and you are wearing power 4, leave.
Gear power maps onto the familiar RuneScape material ladder:

Enemy power runs on the same numbers, so the world bosses read cleanly as a difficulty curve: Velgar at 4, Imaru at 5, the Black Knight Titan at 6, Fuzan at 7, and Kuldra alone at 9.
The catch is that power is not the whole story. A power 8 Rune Greataxe hits harder than a power 9 Dragon Scimitar on paper (196 to 343 against 102 to 215) because two-handed weapons simply have bigger numbers. Speed, reach and whether you can block with the off hand matter as much as the tier stamped on the item.
