The Standard Air Tank is the first piece of wearable oxygen gear, equipped to add 30 seconds on top of your base 45 for 75 total. The recipe is available from the start: craft it at the Fabricator from two Titanium, Rubber, and two Silver. It is also the base component you upgrade into the High Capacity Air Tank once you have a Plasteel Ingot.
