One Wind Rider stack adds 60% to the damage multiplier of his finishing hit. Two stacks add 300%.
That is a fivefold jump for one extra stack, and it is the entire unit. Severian Lowell is not a character you learn a rotation for so much as one you learn a single question for: did I get to two? Everything else in the kit, including the dodge, exists to answer yes.
He is also the furthest out of the three units in this cycle, which makes him the one you can actually prepare for properly.

He is Seth Lowell's older brother and the Commissioner Cissia answers to, which is the connective tissue most people miss: the Metropolitan Order Division had exactly one playable Agent before him.
Not confirmed: his banner dates. Version 3.3 opens October 21, 2026 at 06:00 UTC+8, derived from HoYoverse's own 3.2 notice dating that version to 42 days. Phase 2 of a 42-day version lands around November 11, which is what the trackers publish, but HoYoverse has not dated it and neither has anyone else. Marked NEEDS_REVIEW accordingly.

Wind Rider, and why two is the only number
The stack mechanic, as the beta describes it: when Wind Rider is active, Severian entering the field through an Entry Skill, Chain Attack or Ultimate consumes all stacks. The payoff scales savagely rather than smoothly.

A linear kit would pay 120% for the second stack. This pays 300%, which tells you the designers intend two stacks to be the real rotation and one stack to be the punishment for rushing. If that ratio survives to live, then on current information the entire optimisation problem for Severian is stack generation and entry timing, not stat tuning.
Treat the 60 and the 300 as the most quotable and least settled numbers on this page. A multiplier gap that aggressive is exactly what gets flattened in a balance pass.
The dodge is inside the basic attack
The other mechanic worth knowing is defensive, and it is unusual.
Per the beta, when Severian launches a Basic Attack at the moment an enemy attack is about to land, he dodges that attack. Not a cancel into a dodge, not a Perfect Dodge you input separately. The attack button does both. If the dodge happens during the first three hits of his string, it automatically triggers a follow-up.
The design intent reads clearly: he is meant to be a carry who never stops attacking, where reading the enemy is rewarded without surrendering your combo. For anyone who finds the standard dodge-cancel rhythm fiddly, that is a real accessibility win. The combat guide covers the normal dodge and Perfect Assist timings he is deviating from, including why the windows are as tight as they are.
The rest of his beta kit is conventional by comparison: a Basic Attack string mixing slashes and thrusts, a Defensive Assist with invulnerability, an EX Special that generates stacks, a Quick Assist entry tied to a wind effect, and an Ultimate of rapid slashes at maximum Decibel Rating.
His signature W-Engine, by the numbers
Beta values, and unusually complete for a unit this far out:
- 713 base ATK
- 24% CRIT Rate
- +24% CRIT DMG
- On Basic Attack hit: +15% ATK, and damage ignores 20% of the target's Wind RES for 20 seconds
Note what it rewards. The ATK and RES-penetration riders both trigger off Basic Attack, not off his Special or Ultimate. That is consistent with a kit whose dodge lives in the basic string: the W-Engine is paying you to keep attacking rather than to burst and leave. It is a coherent package, which is mild evidence the beta data is real rather than invented.
Where he lands next to the Wind Agents you own
Honestly: unknown, and anyone telling you otherwise in October is guessing.
What can be said is positional. ZZZ's Wind roster has filled out quickly, and Severian arrives as a Wind Attack carry into a slot where Roxy is a Wind Stun Agent rather than a competitor, which makes them a natural pairing rather than an either-or. A Stunner who opens windows and a carry whose biggest hit wants to land inside one is the oldest functional structure in the game.
No disc set recommendation appears here, because no tested one exists. The same applies to team lists beyond that obvious pairing.
Prefarm now, or wait?
Severian is five weeks out at minimum, so this is the one guide in this cycle where prefarming is clearly correct rather than speculative.
Worth doing now:
- Bank Polychrome through 3.3 Phase 1. Phoenix Reffaella headlines Phase 1 on October 21, and if you want Severian you need to decide early rather than discover in November that Phase 1 emptied your account.
- Farm general Wind and Attack ascension materials. These are attribute and specialty wide, so they hold their value whatever his final kit looks like.
- Clear the current codes and the ongoing events for pull currency.
Not worth doing:
- Building discs around the 300% figure. It is one balance pass from being a different number.
- Pulling his signature on the strength of beta stats, which is a decision you will not have to make for over a month anyway.
What would change this page
The 3.3 Special Program, expected in the window around the version flip, should date Phase 2 and confirm or contradict the W-Engine stats. Until then this is a pre-release guide with its kit section marked NEEDS_REVIEW, and it will be rewritten against the live build rather than edited into looking like it was right all along.
