Short version: for most accounts, this is a skip, and the reason is the calendar, not the character. Norma's banner, Outlier of Prodigies, runs through July 28, and then the version 3.1 anniversary arrives the very next day with the most generous reward window ZZZ gets all year. Pulling on the last banner before anniversary is one of the oldest traps in the genre. That does not make Norma bad. It makes the timing brutal.
Let me lay out the actual decision, because "skip" is the default, not a universal rule.
The case against pulling
The math is the case. Right now you are, at most, days away from the 3.1 Special Program's free rewards and a full anniversary login track. Spending your Polychrome on Norma now means potentially arriving at the anniversary banners, which include units the community has been saving months for, with an empty account.
The anniversary lineup is the priority. Norma sitting one banner before all of that is not a coincidence of scheduling you should fight.
If you are near a hard pity and undecided, that is exactly the situation where "wait" wins. You keep the pity, you keep the pulls, and you walk into anniversary with leverage.
The case for pulling anyway
There are real accounts that should pull Norma, and it is worth being honest about them:
- She fills a gap in your roster. If Norma's role, damage type, and faction slot into a team you actively run and cannot currently field, a unit that improves your real teams beats one you are theory-saving for. Check where she lands on the ZZZ tier list against what you already own.
- You have the savings for both. If you have been disciplined and are sitting on a deep Polychrome and Master Tape reserve, plus you know the anniversary is about to refill you, the "one banner before anniversary" risk mostly evaporates. Whales and diligent savers get to ignore the calendar.
- You simply want her. This is a game about characters you like. If Norma is the reason you are here, the meta take does not override that. Just do it with open eyes about the anniversary right behind her.

Bottom line
Norma is a fine unit on a punishing schedule. The default answer is to hold, let the anniversary rewards land, and pull the units you have actually been waiting for. The exceptions are narrow and honest: she plugs a real hole in your teams, or you have the savings to not care, or you just want her. If none of those is true for you, close the banner and go bank your Polychrome. The version flips July 29, and you want to be ready when it does.
