Effect Hit Rate is the stat that turns "sometimes my debuffs land" into "my debuffs always land." Get it wrong and your carefully built DoT team randomly does nothing for a turn because Shock never applied. Get it right and the whole engine hums. Here is exactly how much you need and why.
The one number that runs everything
Every debuff in Honkai Star Rail has a base chance to apply, printed in the skill description. The chance you actually see is this:
real chance = base chance x (1 + your Effect Hit Rate) x (1 - enemy Effect RES) x (1 - enemy's specific debuff RES)
Read that multiplicatively, because it explains everything that frustrates DoT players. A skill with a 100% base chance still fails against a boss with high Effect RES unless you add EHR to push the product back over 1. A skill with a 60% base chance is a coin flip until EHR drags it up. And a boss that specifically resists your damage type (some resist Wind Shear, some resist Freeze) can eat an otherwise guaranteed debuff.
So Effect Hit Rate is not a damage stat directly. It is an insurance stat. Its whole job is to make the product on the right side of that equation land at or above 100% against the toughest enemy you fight.
Who actually needs it
Not every team. This is the filter:
- DoT enablers and detonators need it most. Kafka, Black Swan, Sampo, Guinaifen, and Luka all rely on stacking Shock, Wind Shear, Burn, or Bleed, and a missed application is a missed chunk of their entire damage profile.
- Control units that apply Freeze, Entanglement, or Imprisonment want enough EHR that the lock actually happens when you need it.
- Debuffers like Pela and Silver Wolf: check the description. Many of their signature debuffs list a very high or guaranteed base chance, so they need far less EHR than a DoT carry. Silver Wolf in particular wants EHR to reliably plant her weakness implant and defense reduction against high-RES bosses.
- Pure damage carries with no debuffs (most Hunt and Destruction hypercarries) want zero EHR. Every point spent there is a point not spent on crit. Build them the way the relic substat priority guide lays out instead.
Practical breakpoints
Numbers people actually run, from most to least demanding:

Treat these as guidance, not gospel. The correct amount is "just enough that your key debuff lands on the hardest enemy in the mode you are clearing." Overworld trash needs almost none. A Memory of Chaos or Apocalyptic Shadow boss with elevated Effect RES needs meaningfully more. Black Swan is the one character where you keep stacking past the reliability point because it also feeds her damage.
Where the stat comes from
You have more sources than most players realize:
- Body relic main stat. The Body piece can roll Effect Hit Rate as its main stat. This is the single biggest chunk you can commit, and it is the standard choice for dedicated debuffers who do not need a crit body.
- Substats. Effect Hit Rate rolls as a substat on any relic slot. Keep the rolls on your DoT enablers the way you would keep crit on a hypercarry.
- The Prisoner in Deep Confinement relic set. Two pieces give ATK; four pieces let the wearer ignore a slice of enemy DEF for each DoT on the target. It is the go-to DoT set, and it pairs naturally with an EHR-focused build.
- Traces and light cones. Several DoT-oriented cones and character traces grant EHR or convert it into extra effect. Check each unit's kit before you pile on relic EHR, because you may already be closer to the breakpoint than you think.
The workflow: set your Body main stat and cone, look at your resulting EHR, then top up with substats only until your key debuff is guaranteed. Everything past that goes back into ATK, crit, or speed depending on the carry.
The other side of the coin: Effect RES
Effect RES is the defensive mirror. It lowers the chance enemies apply debuffs to you, and it only exists as a substat, never a main stat. In most content you ignore it and let the rolls fall where they may.
It becomes relevant in exactly two situations. First, specific fights that spam a nasty debuff (Freeze, a big DEF shred, a damage-over-time on your own units) where a sustain or key carry keeping uptime matters. Second, teams built around never being interrupted, where a sturdy sustain unit leans into it. Outside those cases, do not chase Effect RES; you will bleed more value than you gain.
Common mistakes
Stacking EHR on a crit carry "just in case." If the character applies no debuffs, EHR does nothing for them. This is the most frequent misbuild in DoT-adjacent teams.
Assuming 100% base chance means guaranteed. It does not, because enemy Effect RES multiplies it down. High-RES bosses are exactly where your uninvested debuffer suddenly whiffs.
Over-stacking on Kafka. She wants reliability, not a mountain of EHR. Past her breakpoint, ATK and the right light cone do more for her detonation damage than another sliver of hit rate.
Ignoring speed to force in EHR. DoT teams still care about turn frequency and speed tuning. Hit your EHR breakpoint, then respect speed like any other team.
Effect Hit Rate rewards precision over greed. Find the breakpoint that makes your debuffs land against the enemy that matters, lock it in, and pour the rest of your stat budget into damage.
