Most "why can't I do this yet" questions in Wuthering Waves have the same answer: your Union Level is not high enough. Union Level is your account level, separate from any single Resonator's level, and it is the master key that gates modes, raises caps, and decides how strong the world around you gets. Understand its rhythm and the early game stops feeling like a locked door and starts feeling like a checklist.
This is the roadmap: what Union Level is, roughly what opens as it climbs, and where a new account should actually spend its energy.
How Union Level works
You raise Union Level with Union EXP, and the fastest sources are the main quest, the Activity dailies, exploration milestones, and one-time first-clear rewards across the map. It is not a grind you optimize with combat so much as a natural byproduct of playing through content, which is why the single best early-game advice is simply: keep pushing the main quest. It hands out Union EXP, Astrite, characters, and unlocks in one stream.
Two systems ride alongside Union Level and matter just as much:
- World Level rises at Union Level milestones. Higher World Level means tougher enemies but better drops, higher-tier Echoes, and access to the materials your builds need. You cannot skip it and you should not want to.
- Data Bank is your Echo collection level, leveled by absorbing Echoes. It controls the rarity and stats of the Echoes that drop for you, so a low Data Bank quietly caps your entire gear ceiling no matter how high your characters are.
The rough unlock roadmap
The exact numbers shift with updates, so treat this as the shape of progression rather than a spreadsheet. What matters is the order and where the meaningful jumps land.
| Stage | Roughly what opens up |
|---|---|
| Early Union Levels | Core combat systems, the first Resonators, basic exploration, initial Echo collecting and Data Bank |
| Mid Union Levels | Tacet Fields and Forgery Challenges (your main Waveplate sinks), World Level 2 and beyond, weekly bosses |
| Higher Union Levels | Tower of Adversity and other endgame combat, the roguelike-style challenge modes, higher World Levels and the top Echo tiers |
| Endgame Union Levels | Full endgame rotation, best-in-slot Echo farming, the deepest character investment caps |
The takeaway: the modes that actually build your account, Tacet Fields for Echo XP, Forgery for weapon and Forte materials, and the weekly bosses for ascension caps, all arrive in the mid stretch. Everything before that is really about racing to unlock them.
Where to spend your early effort
New accounts waste time optimizing things that do not matter yet. Here is the priority order that respects how Union Level gates the game:
- Follow the main quest first. It is the highest Union EXP per minute and it unlocks the systems everything else depends on. Do not go dark on side content and leave the story sitting.
- Raise Data Bank as you go. Absorb every new Echo type you find. This costs you nothing and directly raises the quality of gear you can farm later.
- Do the daily Activity. It is the best Astrite-per-minute in the game and it feeds Union EXP. Two minutes, every day, no exceptions.
- Explore for the one-time rewards. Chests, beacons, and puzzles hand out big Astrite and Union EXP lumps that compound into faster unlocks.
- Do not over-invest in a Resonator you will replace. Level your carry enough to clear content, but hold back premium materials until you know your team comp.
The traps that stall accounts
- Ignoring World Level ups. Some players fear the harder enemies and stall their own drop quality. Higher World Level is how you access the materials that make you stronger. Take the jumps.
- Neglecting Data Bank. If your Echoes always feel weak, this is usually why. A low Data Bank hard-caps your best possible substats before you ever touch the tuning.
- Hoarding Waveplate. The moment Tacet Fields and Forgery unlock, start spending. Waveplate that sits at cap is materials you are throwing away every day.
- Spreading Astrite thin. Union EXP unlocks the game; Astrite pulls the characters. Protect your Astrite for the banners you want and manage it the way the Astrite and pity guide lays out.
The one-line version
Race the main quest to unlock the account-building modes, take every World Level jump, keep Data Bank climbing, and never let Waveplate overflow once your sinks are open. Do that and Union Level stops being a wall and becomes the ladder it was meant to be. Brand new? The beginners guide covers the first-hour basics, and the tier list tells you which Resonator is worth committing your early materials to.
