Wuthering Waves has one bottleneck, and it is not gacha luck. It is Waveplate, the stamina bar that regenerates slowly and caps out whether you log in or not. Every meaningful upgrade in the game is downstream of how you spend it. Pull all the five-stars you want; if you dump Waveplate into the wrong thing, your carry sits half-built while the resource you overcapped quietly evaporated overnight.
This guide is about spending order. Not what materials exist, but which one to farm next when you only have so much Waveplate a day.
First, stop overflowing Waveplate
Waveplate caps at 240 and refills roughly one point every six minutes, which means a full bar in a day and a bit. Overflow is gone forever. So the zeroth rule, before any priority list, is simple: never let it sit at cap. Spend down to a low number before you log off. Even a "wrong" spend that keeps the bar moving beats letting hours of regen fall off the top.
With that handled, here is the order that gets a new carry from freshly pulled to genuinely strong in the fewest days.
Priority 1: Union Level, always
Your Union Level is the account level, and it gates everything: your World Level, your character level cap, the difficulty and rewards of every farmable node, and access to features. Early on, nothing you farm matters more than pushing Union Level, because a higher cap makes every later farm more efficient and unlocks the better reward tiers.
Practically, this means doing the story, the exploration, and the daily activity that feed Union EXP before you obsess over min-maxing one unit. A maxed Echo on a level-40 account is a smaller upgrade than the level cap increase you are ignoring. Get the ceiling up first.
Priority 2: Character EXP and ascension for your one main
Pick a single carry and finish it before spreading resources. Not two, not "my main and my sub." One.
- Character EXP comes from Resonance Potions farmed in Simulation Training, the same node that hands out Shell Credits, the game's baseline currency. Because that one activity covers both EXP and money, it is where a lot of your early Waveplate should go. You will burn through Shell Credits constantly on every other upgrade, so a stockpile is never wasted.
- Ascension raises the level cap on the character itself and needs boss drops plus region collectibles and monster materials. Ascend the moment you hit a cap; an un-ascended carry is a hard wall that no gear fixes.
The order inside this step is level to the current cap, ascend, repeat, until the carry is at your account ceiling. A character at max level with mediocre gear out-damages a low-level character with perfect gear almost every time, because level scales base stats and damage multipliers directly.
Priority 3: The signature weapon
A leveled weapon is one of the largest single damage jumps available, often bigger than an Echo upgrade of the same effort. Weapon EXP comes from Energy Cores, also out of Simulation Training, and weapon ascension uses Forgery materials.
You do not need a five-star signature. A well-leveled four-star or the right free weapon carries most of the game; our team composition guide notes which units are weapon-hungry and which are fine on budget options. What you should not do is leave any equipped weapon under-leveled. Finish the weapon before you touch Echoes.
Priority 4: Forte (skills), to the smart breakpoints
Forte is the skill tree, and leveling it raises the multipliers on your abilities. The materials come from Forgery Challenges, which rotate by day of the week, plus monster drops and a weekly boss material. Because Forgery rotates, plan around it: farm the material for your carry on the days it is available rather than waiting.
The nuance is that you rarely level every skill evenly. Prioritize the abilities your carry actually deals damage with, usually the Resonance Liberation and the primary damage skill, and leave the utility nodes for later. Chasing every node to max on day one drains materials you would rather spend on the two skills doing 80 percent of your damage.
Note the weekly boss discount: your first few weekly boss clears each week cost reduced Waveplate. Always take those discounted clears, because weekly bosses drop the ascension and Forte materials that gate your highest upgrades, and the discount is free efficiency you cannot get back.
Priority 5: Echoes, the long tail
Echoes are last for a reason. They are the highest-ceiling upgrade in the game and also the most Waveplate-hungry and luck-dependent, because you are farming for good main stats and sub-stat rolls, not just leveling a bar.
When you do commit:
- Get your Data Bank level up through exploration and absorbing Echoes; a higher Data Bank raises the drop rate of higher-quality Echoes, so grinding it early makes every later Echo farm better. This quietly belongs up in the Union Level tier of importance.
- Lock in the main stats first: the correct 4-cost and 3-cost main stats matter far more than sub-stat perfection.
- Only pour Echo EXP and Tuners into a piece once its main stat is right. Leveling an Echo you will replace next week is the single most common Waveplate leak among mid-game players.
Echoes are a marathon you run for weeks after the rest of the character is finished. Treat them as the polish, not the foundation.
The one-line version
Union Level and Data Bank, then character level and ascension, then weapon, then the two damage skills, then Echoes. Keep Waveplate off its cap the whole time, and take every discounted weekly boss clear.
Follow that order and a freshly pulled carry goes from bench to battle-ready in days rather than weeks. When it is built, test it where it counts: the Tower of Adversity is the endgame that tells you whether your investment landed. If you are still deciding who deserves this treatment, the tier list ranks carries by how far they carry, and the current codes plus the Astrite and pity guide help you fund the next one.
